The WhatsApp Business API is Meta's official way for a company to connect its WhatsApp number to a system: an inbox for the team, a CRM, an AI assistant or a website. You don't download it and it has no screen of its own: you integrate it with your own development or, most commonly, through a platform.
The current version is the Cloud API, hosted by Meta. The version companies installed on their own servers (On-Premises) has been discontinued, so when people talk about “the WhatsApp API” they mean the Cloud API in practice.

How much the WhatsApp API costs
Meta doesn't charge for free-form messages, written without a template, that you send within the 24-hour window the customer opens by writing to you. What Meta charges for are templates, based on their category (marketing, utility or authentication) and the recipient's country; according to current pricing, utility templates sent while the window is open have no fee either.
Also, if you connect the API through a platform, it has its own price, per user, per message or per conversation; if you integrate it yourself, the cost is development and infrastructure. To compare, add everything up for your real volume.
