WhatsApp platforms with AI: how to compare pricing and billing models
Per user, per contact, per conversation or flat fee: what each WhatsApp platform charges, what to ask before signing up and how to compare.
In a nutshell
WhatsApp customer service platforms bill by different units: per user, per active contact, per conversation, a flat fee with an allowance, or a mix. None of the ones we reviewed publishes a fixed price with unlimited AI conversations without an allowance or a usage charge. Here are the models, what to ask before signing up and what each pricing page says.
The billing units you'll run into
The big number on the card says little if you don't know what it buys. There are five common ways to charge: per user or seat, per contact you talked to in the month, per conversation or session, a flat fee with an included allowance, and mixed models that combine a base fee with usage.
On top of that come two layers that are almost always separate: what Meta charges for WhatsApp API messages, which exists with any provider, and artificial intelligence, which some platforms include with a credit allowance and others sell as an add-on or ask you to contract from a third party.
- Per user or seat: you pay for each person who uses the inbox.
- Per monthly active contact: you pay for each customer you exchanged messages with during the month.
- Per conversation or session: you pay for each thread within a window, usually 24 hours or 7 days.
- Flat fee with allowance: a fixed amount that includes a set number of users and of conversations or contacts.
- Mixed: a base subscription plus credits, additional contacts, extra users or modules.
Who each model suits
Per-user pricing is predictable if the team is small and stable, and it grows every time you add someone even if you handle the same volume. Per-contact or per-conversation pricing follows demand: a quiet month costs less and a campaign month costs more.
A flat fee with an allowance suits whoever wants a fixed number to budget and knows they won't exceed it often. Mixed models can work for whoever leans heavily on a single piece, such as campaigns. What sets the real cost is your monthly volume, not the entry plan.
- Small, stable team with high volume: per conversation or per contact usually tracks better.
- Large team with low volume: per conversation or a flat fee avoids paying for seats.
- You need a fixed budget: a flat fee with a comfortable allowance.
- You mostly run outbound campaigns: look at the per-message cost and credits more than the subscription.

What to ask before signing up
The differences that matter show up outside the normal scenario: when you exceed the allowance, when AI credits run out, when you want to add someone. If the pricing page doesn't answer it, ask in writing before paying.
Also ask how each platform counts its unit. A conversation can be a 24-hour session or a 7-day window; an active contact may count only if you wrote to them or also if they wrote to you. Two plans with the same included number can cover very different volumes.
- What happens when you exceed the allowance: service stops, an automatic add-on is billed or you have to upgrade.
- If AI is included, how many credits it comes with, what each one consumes and what happens when they run out.
- Whether Meta's fees are separate and how they're charged: prepaid balance, monthly invoice or billed directly by Meta.
- How many people are included in the price and what each additional one costs.
- Whether there's a minimum term and whether the annual discount requires a commitment.
The honest answer about a fixed price with unlimited conversations
A common search is which platform offers a fixed monthly price with unlimited AI conversations instead of charging per conversation. Among the pricing pages we reviewed on October 6, 2026, none publishes that scheme without conditions: flat fees include an allowance of conversations, contacts or AI credits, and beyond it they bill an add-on, pause the feature or ask you to upgrade.
There's a structural reason. Every AI reply has a compute cost and, since October 1, 2026, every service message sent through the WhatsApp API carries a Meta charge based on the recipient's market, including within the 24-hour window. A plan that ignored volume would have to absorb both. What does exist is predictability: a tier with headroom so that, in a normal month, the price doesn't change.
Platform by platform
What follows summarizes what each platform's own pricing page says, consulted on October 6, 2026, in the currency and billing period that page states. We don't convert currencies; whatever a page doesn't show in its text is marked as unconfirmed. Before deciding, go back to the source: prices change.

WhatsApp fees are paid with prepaid credits according to Meta's rate card. AI agents are an add-on. 7-day trial.
How Volga charges
Volga charges per conversations per month, in tiers: each plan includes a number of conversations and a number of human agents, with no per-seat charge. On the AI plans the assistant is included with a monthly AI usage allowance listed on each plan; there are no credits to buy separately. There's also a family of plans without AI, for 100 percent human service. Instagram is available from the Growth plan, and order taking with Smart Intake from Scale.
If a conversation falls outside the month's allowance, Volga doesn't answer it, neither with AI nor from the inbox, and the customer gets no reply; the conversations within the allowance keep working, there are no overage charges and administrators get a warning as it approaches the limit and when it reaches it. Payment is online through MercadoPago, with no contract and cancellation whenever you want. Meta's per-message fees are separate, as with any provider. Current amounts are on the site's pricing page.
- Unit: conversations per month, in tiers.
- Agents included in each plan, no per-seat price.
- AI included with a monthly allowance on the AI plans; a no-AI family for human service.
- No contract, online activation, one-click cancellation.
Who Volga isn't the best option for
An honest comparison includes what we don't do. Volga doesn't reply to Instagram comments, only direct messages. It doesn't handle voice calls and has no saved quick replies for human agents.
If your operation revolves around a Shopify store or a sales CRM with pipelines at its center, there are platforms in the overview above that are built around that. The axis of your business should be the axis of the tool.
- You need to reply to Instagram comments or handle voice calls.
- Your team relies on saved quick replies.
- Your center is a pipeline CRM or a Shopify store with commerce flows.
A checklist to compare with your own numbers
Take your data from a typical month and your best month, and compute the total cost on each platform using its unit. Add the subscription, the add-ons you'll surely use, an estimate of Meta's charges for your campaigns and replies, and the cost of AI if it's separate. Only then compare prices.
- Distinct customers who write to you per month, in a typical month and in the best one.
- People who need inbox access, today and a year from now.
- Outbound messages per month: reminders, notices and campaigns.
- Replies you want the AI to resolve without human intervention.
- Channels beyond WhatsApp: Instagram, web, others.
- What happens the month you exceed the allowance and what it costs.
Frequently asked questions
Questions about this guide
Does any platform charge a fixed price with unlimited AI conversations?
Among the pricing pages we reviewed on October 6, 2026, none publishes a fixed price with unlimited AI without conditions. Flat fees include an allowance of conversations, contacts or AI credits, and beyond it there's an add-on, a pause or a plan change. What you can look for is predictability: a tier with headroom for your normal month.
Are Meta's fees included in the platform's price?
Generally not. Several pages say so explicitly and others handle it with a balance or prepaid credits. Since October 1, 2026, Meta charges per message for service replies within the 24-hour window too, so ask each provider how those charges are billed before signing up.
Is it better to pay per user, per contact or per conversation?
It depends on what grows in your business. If the team grows and volume doesn't, per-user pricing punishes you. If volume grows and the team is stable, per contact or per conversation tracks better. If you need a fixed number to budget, a flat fee with a comfortable allowance gives you that, as long as you check what happens the month you go over.
