WhatsApp Business API pricing in 2026: what Meta charges per message

What the WhatsApp Business API costs from October 2026: Meta's per-message rates by country, what is still free and worked examples by volume.

In a nutshell

Since October 1, 2026, Meta charges for every message a business delivers through the WhatsApp API, including replies inside the 24-hour window. The price depends on the message category and the recipient's country; a reply costs 0.026 US dollars in Argentina and 0.0085 in Mexico. Each number gets 1,000 free service messages per month.

What changed on October 1, 2026

Until September 2026, replying to a customer inside the 24-hour window carried no Meta fee: service messages had been free since November 2024, and utility templates sent while the window was open since July 2025. As of October 1, 2026, both are charged per delivered message, at the same rate as utility and authentication in each country.

In practice, your Meta cost no longer depends only on campaigns; it follows support too. Every reply from your team or your AI assistant that reaches the customer counts as one message. So the change does not cut off support, Meta gives each number a free allowance of 1,000 service messages per month and requires a payment method on file to deliver messages beyond it.

  • Charged per delivered message, not per conversation or per message sent.
  • Messages the customer sends you are never charged.
  • Free-form replies inside the 24-hour window are now charged.
  • Utility templates sent while the window is open are charged as well.

The four categories and when each one is charged

Meta puts every business-to-customer message in exactly one category and applies one charge. Marketing: templates with promotions, offers or news. Utility: templates about a transaction or an order, such as a confirmation or a reminder. Authentication: templates carrying a verification code. Service: any free-form, non-template message you send as a reply inside the 24-hour window, whether a person or an AI writes it.

Templates can be sent at any time; they are the only way to write to someone who has not messaged you in the last 24 hours. Free-form messages only exist inside that window, which opens and resets with every customer message. If a free-form reply has promotional content it is still a service message: Meta does not add a marketing charge on top.

  • Marketing: the highest rate in every country in this guide.
  • Utility and authentication: the same rate as each other in each country.
  • Service: since October 2026, the same rate as utility.
  • One message, one category, one charge.

What is still free

Two things remain free. The first is the monthly allowance: each business phone number gets 1,000 delivered service messages per month at no charge. Meta charges from message 1,001 on, the allowance does not roll over and it resets every month. It applies only to service messages, not to templates.

The second is the free entry point window. If a customer writes to you from a Click to WhatsApp ad using the Android or iOS app and you reply within 24 hours, that reply opens a window of up to 7 days in which no marketing, utility, authentication or service messages are charged. If you run ads, a good share of the support they generate can be free.

  • 1,000 service messages per number per month, no rollover.
  • Up to 7 days free after replying to someone who arrived from a Click to WhatsApp ad.
  • Messages from the customer to the business, always free.

Rates by country in US dollars

The rate is set by the country code of the customer's number, not yours: if you serve someone with a Mexican number from Argentina, you pay Mexico's rate. The figures below are per delivered message, in US dollars, from the table Meta published with effect from October 1, 2026. For service, utility and authentication the value is the same within each country.

Meta can only change this table on the first day of each quarter, and gives advance notice. Use these numbers as a reference to estimate and confirm them in Meta's official table before budgeting.

  • Argentina: marketing 0.0618; service, utility and authentication 0.026.
  • Mexico: marketing 0.0397; service, utility and authentication 0.0085.
  • Colombia: marketing 0.0125; service, utility and authentication 0.0008.
  • Peru: marketing 0.0703; service, utility and authentication 0.03.
  • Chile: marketing 0.0889; service, utility and authentication 0.02.
  • Spain: marketing 0.0707; service, utility and authentication 0.02.
  • Rest of Latin America (Uruguay, Paraguay, Bolivia, Ecuador, Venezuela, Central America and the Caribbean): marketing 0.074; service, utility and authentication 0.0113.
  • Brazil: marketing 0.0625; service, utility and authentication 0.0068.
  • United States and Canada: marketing 0.025; service, utility and authentication 0.0034.

Three worked examples

Small business in Argentina: 300 customers per month and, on average, 4 delivered replies to each, so 1,200 service messages. The first 1,000 are free; the remaining 200 at 0.026 come to 5.20 dollars. If you also send 100 utility reminders, that is 100 at 0.026, 2.60 dollars. Meta total: 7.80 dollars for the month.

Mid-size business in Mexico: 2,000 customers per month with 5 replies each, 10,000 service messages. After the allowance, 9,000 at 0.0085 is 76.50 dollars. Add 1,500 utility notices at 0.0085, 12.75 dollars, and a marketing campaign to 3,000 contacts at 0.0397, 119.10 dollars. Meta total: 208.35 dollars, and more than half is the campaign.

Large operation in Spain: 8,000 customers per month with 5 replies each, 40,000 service messages. After the allowance, 39,000 at 0.02 is 780 dollars. A campaign to 10,000 contacts at 0.0707 adds 707 dollars, and 3,000 utility templates at 0.02 add 60 dollars. Meta total: 1,547 dollars. At this volume, support weighs as much as marketing.

  • Replies per customer is the number that moves the bill the most: measure it in your inbox before estimating.
  • All three examples use list rates; volume discounts for utility and authentication only start above 80,000 messages per month, and much higher in several countries.
  • If some of those customers came from Click to WhatsApp ads, the messages inside the free window come off the bill.

How to lower the cost without going quiet

Since every delivered message now costs money, the most direct way to save is to answer in fewer messages: one complete reply instead of three partial ones, and no filler like 'one moment' or 'let me check'. A well-configured assistant that resolves the question in one go spends less than one that asks in small steps.

The second front is marketing templates, which cost between two and sixteen times more than a reply depending on the country. Segment so you do not send campaigns to people who will not read them, use utility for what is informational, and take advantage of the free ad window if you already invest in ads.

  • Complete replies, without courtesy messages that add nothing.
  • Segmented campaigns instead of blasts to the whole list.
  • Utility templates for notices and confirmations, not marketing.
  • A payment method on file with Meta so delivery does not stop once you pass the allowance.

What you pay Meta and what you pay the platform

They are two separate bills. Meta charges delivered messages according to the table above, and that exists with any provider that uses the official API. The platform charges its subscription: the inbox, the AI assistant, the team and the integrations. When comparing providers, check whether Meta's charge goes straight to your account or the platform re-bills it with a markup.

With Volga, if you connect your own WhatsApp Business account through Meta's official signup, Meta bills the messages directly to that account, at its table and with no Volga markup. Volga's subscription is charged by monthly conversation tiers, not per seat: each plan includes a number of agents, with no extra charge per person. Plans and prices are on the site's pricing page.

  • To Meta: delivered messages, by category and country, on your own WhatsApp Business account.
  • To Volga: a subscription by conversation tier, with agents included.
  • The 1,000 free service messages and the ad window apply just the same.
  • If you are unsure about your case, ask for an estimate with your real volume.

Does WhatsApp charge for service messages in 2026?

Yes. Since October 1, 2026, Meta charges for every delivered service message, that is, every free-form reply inside the 24-hour window, at the same rate as utility and authentication for the recipient's country. Each number gets 1,000 free service messages per month.

How much does a WhatsApp API message cost in Mexico?

According to Meta's table in effect since October 2026, a service, utility or authentication message to a Mexican number costs 0.0085 US dollars and a marketing message 0.0397. The first 1,000 service messages per number each month are not charged.

Is it charged per conversation or per message?

Per delivered message. Charging per 24-hour conversation ended in July 2025. Today each message your business delivers has its own charge according to its category, and messages from the customer to you are not charged.

What happens if I do not add a payment method with Meta?

Meta delivers service messages within the free allowance of 1,000 per month, but does not deliver the following ones until there is a payment method on the messaging account. Add it before reaching the limit so support does not stop.
